The Netherlands Indies Civil Administration. Ambonese line up for food from a NICA kitchen. The Japanese let the Ambonese get along as best they could during the war, with the result that the population of Ambon suffered seriously from malnutrition. NICA has at present to cops with the daily provisioning of 64,000 Ambonese. NI 3516
