U.S. Senate ratifies United Nations Charter. U.S. Senate leaders examine with former Secretary of State Edward R. Stettinus Jr. (second from left) a copy of the United Nations Charter just after the Senate ratified the historic document by a vote of 89 to 2 on July 28, 1945. The United States, by virtue of the Senate's action, became the first major world power formally to approve the charter, which is framed at the United Nations Conference on International Organization in the U.S. west coast port city of San Francisco. Looking at the charter are (left to right): Senator Arthur H. Vandenberg, Mr. Stettinus, who has been designated as the U.S. member of the United Nations Security Council; Senator Tom Connally, chairman of the Senate's Foreign Relations Committee; Senator Alben W. Barkley, Senate Majority leader, and Senator Kenneth D. McKellar, president pro tempore of the Senate. Mr. Stettinus was chairman of the U.S. delegation to the UNCIO. Senators Connally and Vandenberg were delegates. Ratification of the Charter by the Senate was hailed by President Harry S. Truman in a message sent from the site of the Berlin Conference. '...... The action of the Senate', he wrote, 'substantially advances the cause of the world peace'.
