State of anarchy : rebellion and abuses against civilians.
Since mid-2005 hundreds of civilians have been killed, more thant 10,000 houses burned, and approximately 212,000 persons have fled their homes in terror to live in desperate conditions deep in the bush in northern Central African Republic (CAR). This report, based on research carried out in CAR in early 2007, describes the conflict between the CAR authorities and the two major rebel groups opereating in the north, the Armée populaire pour la restauration de la République et la démocratie (APRD) in the northwest, and the Union des forces démocratiques pour la rassemblement (UFDR) in the northeast.
