Reconstructs the extensive German propaganda activities aimed at the civilian population and partisans in Belarus between 1941-44, based on recently discovered files from Eastern European archives. Discusses, also, the fact that, from late summer 1941, SS and police units in the occupied territories of the Soviet Union proceeded to murder thousands of Jewish men, women and children under the guise of combat against partisans. Argues that propaganda was a systematically applied instrument in order to achieve military and occupation goals, and German propagandists were involved in mass murders of Jews as well as in plundering and combat against partisans.
