 The Mogilev and Vitebsk regions, a large part of the Gomel region, the eastern districts of the Minsk region and part of Polesye belonged to the outlying area under the control of the Heeresgruppe Mitte (Army Group Centre). The occupying regime established local administrations in the city as auxiliary power. 
 
 Included in the documentation from the district administration of Bobruysk are directives from the District Director on the following subjects: funding for Bobruysk municipal institutions; commerce arrangements in the city; repairs to the roads. Additionally, there is correspondence between the Bobruysk district administration with the regional administration in Mogilev, including housing for the policemen, appointing area administration workers and social welfare. There is also a budget for the area administration and other Bobruysk institutions, correspondence of the district administration in Bobruysk with the municipal Kommandatur (military headquarters) regarding the contacts among the district managers in the Mogilev region in the documentation. Additionally, there is documentation from the Ordnungsdienst (order police) in Bobruysk regarding the war refugees, applications from the Bobruysk municipal administration to the military government regarding the granting of permits and the allotment of laborers for forced labor in 1941, requests from the Bobruysk district administration of the Ortskommandant (local commander) regarding the granting of reparations to families who suffered from partisan activities and requests from residents to release family members from captivity.
 In the documentation of the district administration there are also lists of residents, lists of POWs and refugees, lists of professionally skilled workers, lists of health system workers, lists of firemen and lists of livestock owners [well-to-do people].
