Chişinău, 2012: 51 According to the Decree of the Romanian Government no. 2770 of October 9, 1918, county courts/tribunals were established in Bessarabia. They dealt with the examination of criminal and civil cases, except for crimes committed by minors. The tribunals may also have examined the cases as an appeal inspection, re-examining the petitions of innocence. The cases were placed in county tribunals only if the offender lived or committed the offense within the county. The county tribunals were formed in two sections: criminal and civil. Based on the amendments of December 25, 1926, cases unresolved in the tribunals could be handed over to the Court of Appeal in Chisinau. Judges of the county tribunals were appointed by royal decree, at the proposal of the Ministry of Justice. In the same way, there were appointed prosecutors and secretaries of the tribunals.
