The scene changes to Vienna, where a parade of fascist youth march down a street, holding the flags of their respective countries. Baldur von Schirach, leader of the Hitler Youth, is shown watching the parade. Exteriors and interiors of the building where the conference is being held. The participants shown in the audience include many adults and some women. Close-ups of various speakers, including (according to the dope sheet), representatives from Denmark, Italy, and Spain. The last scene shows von Schirach and another fascist leader signing documents and shaking hands. The streets are decked with Nazi banners and Austrians in native dress parade through the streets carrying Austrian flags.
