Measures included not only arrest and incarceration, but house arrest, restrictions on use of telephones and postal services, banishment from particular places, forbidding contact with persons outside immediate family, and the like. Police records (including fingerprints), suspects' statements, authorizations, appeals, suspension of measures, communications with attorneys, and other materials.
