Germans occupied the offices of General Commissioner of the Republic of Poland on Sept. 1, 1939 and arrested its staff. The Commissioner was in charge of controlling to observe constitutional regulations and rules of the Free City of Gdańsk (Danzig), which guaranteed the rights of people of the Polish origin, as well as the Jews of Polish citizenship, who were permanent or temporary Danzig dwellers
