Dr. Kauper, a lawyer or Nurnberg whose mother was Jewish, was in town visiting relatives at the time and was drafted for the job. His task is to operate the civic agencies in a normal manner, carrying out the instructions of the Military Government. When materials are needed for displaced persons or for the proper administration of the Military Government, it is his duty to produce the articles. All personal problems of the German civiliansare referred to the Burgemeiste serving under Dr. Kauper.
